  17. <p>    Big sister has given her approval. Princess Diana was as
  18. surprised as anyone else when her younger brother Charles,
  19. Viscount Althorp, 25, abandoned his Champagne Charlie image and
  20. proposed -- in time-honored manner -- on bended knee. But she
  21. was delighted with model Victoria Lockwood, 24, whom she met
  22. during the couple's six-week courtship. Charles, a reporter on
  23. NBC's Today show, says it was love at first glance. "We are both
  24. dead certain," he proclaimed. Plans for an autumn marriage are
  25. perking up royal watchers, who have gone for nearly a year
  26. without a wedding or a baby.
